Job Summary
The EHS Corporate Compliance Specialist provides independent, Corporate-level assurance that EHS controls are working in the field across Loenbro's Regions. The role serves in the lead auditor pool for the COMPASS Audit Program and validates the results of Region-led internal evaluations. It also verifies that corrective actions are closed and effective.
Outside COMPASS audit and regional evaluation work, the Specialist is a force multiplier for regional compliance. The role performs frequent Corporate Compliance audits, facilitates high-level TapRooT® investigations as needed, and supports EHS integration of current and future acquisitions. The Specialist also keeps the Region current on state-specific regulations.
The position helps build the internal audit, corrective action and documentation practices required for ISO 45001 compliance.
Essential duties and responsibilities
Responsibilities include, but are not limited to, the following.
COMPASS Audit ProgramServe in the lead auditor pool for Corporate-led COMPASS audits.
Apply Corporate criteria and classify findings as Major NC, Minor NC, Observation, OFI or Best Practice; never as a composite score.
Conduct forward and backward trace sampling to verify that controls are in place at the point of work.
Assess leading indicators, including near-miss reporting, JHA quality and completion, and field safety observations.
Support Region-led internal evaluations, and re-trace an undisclosed sample of their self-reported findings for Corporate validation.
Support Corporate review of any Major finding within 30 days.
Corporate Compliance audits and inspections
Perform frequent Corporate Compliance audits in the assigned Region at the project, site, area and regional level. These are separate from, but adjacent to, the annual COMPASS audits.
Audit against regulatory (OSHA, MSHA, EPA, state), company, Site Safety, Security, Health, and Environmental Plan (SSSHEP) and client requirements.
Inspect areas including lockout/tagout, permits and job forms, work habits, facilities and construction sites.
Document inspections and audits promptly and issue high-level audit reports.
Corrective action verification
Verify that corrective actions are closed and effective within 90 days, including a re-trace for Major and Minor NCs.
Work with the Regional EHS Director and operations to make sure corrective actions are correct, applicable and completed.
Help develop company-wide corrective action tracking and provide scheduled reports on effectiveness.
Incident investigation (TapRooT®)
Facilitate or Co-Facilitate high-level TapRooT® investigations within the home Region or in other Regions, bringing objectivity to the process as needed.
Support the TapRooT® program as a facilitator and help the EHS Corporate Compliance and Integration Director make sure investigations are thorough, accurate and complete.
Use Novara to report safety alerts, incident investigation reports and root cause analysis.
Support the root-cause determination of repeat findings from COMPASS Audits or Regional Evaluations.
Periodically assess Regional incident investigations to ensure they meet corporate expectations for quality and effectiveness.
Provide support and training on incident investigations to local EHS teams.
State regulatory monitoring
Track new and changing state regulations for each state in the assigned Region’s geographical footprint.
Communicate the changes, and work with Regional EHS to update local policies, programs and procedures.
Support and assist in the delivery of trainings and roll outs of updates as needed.
Acquisition integration
Support EHS integration of current and future acquisitions across region lines, aligning acquired operations with Loenbro's EHS management system and policies.
ISO 45001 readiness
Help build and maintain the internal audit, corrective action, and documentation practices needed for ISO 45001 compliance.
Maintain audit records and evidence that supports ISO compliance.
Operations, client and regulatory partnership
Be available and responsive to field employees and managers, and act as a constructive resource to operations.
Coordinate targeted training as needed with operations when audits identify compliance deficiencies.
Interface with client safety teams and assist local teams with alignment of company systems with client requirements.
Support local efforts in outcomes of regulatory agency inspections, and support documentation, notification and corrective action for Serious/S&S citations.
Safety data and continuous improvement
Analyze regional safety data and trends, and present findings and recommendations to senior management with the EHS Corporate Compliance and Integration leadership.
Feed field insights and Best Practices back into Corporate programs and the Corporate Risk Register.
Stay informed on industry best practices and emerging safety technologies.
Independence and reporting relationships
The Specialist reports through Corporate EHS Compliance and Integration, not through Regional leadership. That reporting line gives Corporate EHS the capacity and independence to validate results consistently.
Reporting line: Reports directly to the EHS Corporate Compliance and Integration Manager.
Regional EHS teams: Keep their current role in daily inspections, JHAs and routine compliance. The Specialist partners with them on closeout follow-up, internal evaluations and does not replace them.
COMPASS independence: A Specialist does not lead the COMPASS audit of their own home Region and does not lead the same Region's audit twice in a row.
Classification Authority: Findings are classified to Corporate criteria. Regional leadership holds no classification authority over its own findings.
Cross-region work: The Specialist works across Regions as business needs require, including audits, investigations and integration support.
