Duties performed under this position shall not include routine maintenance, repair, or operational tasks that fall within the responsibilities of Facilities Maintenance & Operations (M&O).
The scope of this role is exclusively tied to bond-eligible activities such as planning, design, construction, commissioning, and related project management functions necessary to deliver capital improvements consistent with LACCD’s Capital Construction Bond Program requirements and the legal limitations governing bond fund expenditures.
The Engineer IV – Electrical provides specialized electrical engineering expertise and technical support to the BuildLACCD Sustainability Strike Team throughout the planning, scoping, design, procurement, construction, commissioning, and closeout of sustainability and energy-related capital improvement projects across the Los Angeles Community College District (LACCD).
Working under the direction of the Sustainability Strike Team Lead, this position serves as an electrical engineering Subject Matter Expert (SME) supporting multiple Project Managers and initiatives across the Districtwide portfolio. The position is a shared technical resource and does not serve as a Project Manager.
It coordinates with District personnel, Campus Administration, College Project Teams (CPTs), the Program Management Office (PMO), architects, engineers, consultants, contractors, and utility providers to evaluate technical requirements and support informed project decisions.
The portfolio includes Energy Information Systems (EIS), the Sustainability and Climate Action Roadmap, Building Management Systems (BMS), Central Plant and Local Building Decarbonization, Central Plant optimization, LED lighting upgrades, energy efficiency retrofits, renewable energy systems, Photovoltaic (PV) systems, microgrids, Battery Energy Storage Systems (BESS), electric vehicle (EV) charging infrastructure, electrification, and other sustainability-related capital improvement projects.
Responsibilities:
- Technical Assessments and Project Development
- Serve as an electrical engineering SME, providing technical guidance, engineering evaluations, and recommendations to Project Managers and the Sustainability Strike Team across multiple Districtwide initiatives.
- Perform technical assessments of existing electrical infrastructure, equipment, and associated building systems to evaluate current conditions, system performance, capacity, deficiencies, and opportunities for upgrades or improvements.

- Perform and review electrical infrastructure assessments, load studies, capacity evaluations, feasibility studies, and technical analyses supporting project scoping, design, and implementation.
- Evaluate the technical feasibility and compatibility of proposed upgrades with existing electrical and associated building systems; coordinate with other engineering disciplines and utilities to identify integration needs and constraints.
- Coordinate with District personnel, Campus Administration, CPTs, PMO, consultants, and utility providers regarding service capacity, infrastructure requirements, utility upgrades, and related technical constraints.
- Develop technical Scopes of Work (SOWs), or provide applicable electrical engineering input to project SOWs, including requirements, specifications, deliverables, and implementation approaches for use by Project Managers.
- Review and validate technical SOWs prepared by consultants and other stakeholders for alignment with District standards, project objectives, existing conditions, and engineering requirements.
- Support project establishment and White Paper development by validating engineering assumptions, technical requirements, feasibility findings, alternatives, and proposed approaches in accordance with applicable BuildLACCD PMO Standard Operating Procedures (SOPs).
- Procurement and Technical Evaluation
- Provide electrical engineering input to procurement documents, technical SOWs, performance requirements, and evaluation criteria for design and construction services.
- Serve as a technical SME on evaluation panels for design professionals, contractors, and other technical service providers, assessing qualifications, proposals, and technical approaches under established District procurement procedures and evaluation criteria; provide recommendations.
